080. 105(1) defines a pawnbroker as a person who loans money on personal property, pledges, or pawns, or who buys and resells personal property at a price agreed upon before the purchase. 110 requires the pawnbroker to log every article purchased or received into the City's electronic reporting system, open at all times during business hours to inspection by the Chief of Police or any officer. 115 requires a full electronic report of every deposit, pledge, or purchase within 24 hours, including the hour received, pawn ticket number, amount loaned or paid, a complete item description, and the seller's driver's license or state ID number; no item may be accepted without that ID.

140 sets redemption periods: a pledge under $20 must be held 60 days before it can be forfeited, and a pledge over $20 must be held three months. 145 separately bars a pawnbroker from reselling any purchased item for 15 days after purchase, giving police a window to check the pawn database for stolen goods. 170 requires a digital photograph of purchased property (not pledge loans) uploaded to the same system. 150, the Chief of Police can order a hold of up to 15 days on specific property to investigate before it can be sold or redeemed.
