105(3) defines a secondhand dealer as a person who buys from the general public any item of value for resale, including jewelry, watches, precious stones or metals, firearms, bicycles, stereo equipment, hand tools, musical instruments, power tools, antiques, furniture, CDs, DVDs, or trading cards; dealers who only take trade-ins are excluded. 080. 115(1) requires a full electronic report within 24 hours of each transaction, including the hour received, ticket number, price, item description, and the seller's driver's license or state ID number verified at the counter.
115(2) exempts specific categories from that reporting duty: goods bought from manufacturers or established wholesale dealers, goods bought from another established local business with a bill of sale, used clothing, preowned children's merchandise such as toys and strollers, and new clothing valued under $20. 130 then requires that no item purchased by a secondhand dealer be sold from the place of business for 15 days after the purchase. 170 requires a digital photograph of purchased items uploaded to that same system.
