Norman, OK Business Licensing & Operations: Adult Entertainment (2026)

Norman regulates adult entertainment on two tracks. The zoning track, NCC 36-567, restricts where the use can even seek approval: it's a use permitted only upon review of the Planning Commission and City Council, and only in the C-2 and C-3 zoning districts. The section's stated purpose is to prevent the blighting and deterioration that comes from letting adult entertainment uses concentrate, so it layers on spacing requirements measured property line to property line: no rezoning for a new location within 1,000 feet of another adult entertainment use, and none within 500 feet of a church, a public or private school offering compulsory education, a public or private park, or any residentially zoned land.

A use that predates the ordinance and doesn't meet these standards becomes nonconforming and can continue for three years, or until it closes for 30 days or longer, after which it must come into compliance; where two such uses already sit within 1,000 feet of each other, the one first licensed or continuously operating is deemed the complying use, with the operator bearing the burden of proving the date with documented evidence to the Planning and Community Development Department. Separately, the licensing track under NCC 20-201 makes it unlawful to operate or maintain an adult entertainment business at all unless the location is appropriate under Chapter 36 and the City Clerk has issued a license, with the licensee agreeing that no conduct prohibited by state or municipal law will occur on the premises. NCC 20-203 bars anyone under 21 from entering or working at the business.
