Rocklin, CA Business Licensing & Operations: Adult Entertainment (2026)

Chapter 5.44 of the Rocklin Municipal Code defines and licenses adult related businesses, a term covering adult book and video stores, adult sexual device stores, sexual encounter centers, adult live entertainment theaters, adult motion picture arcades and theaters, and figure modeling studios under Section 5.44.010. Section 5.44.020 makes it unlawful to operate any such business without first obtaining an adult related business permit, and Section 5.44.021 requires the chief of police to receive a completed application with ownership information, prior business license history, criminal history for specified offenses, a nonrefundable investigation fee, fingerprints, a lease showing landlord consent, and a scaled diagram of the premises.

Section 5.44.023 separately requires an adult employee permit for anyone performing on the premises. Under Section 5.44.026, the chief of police refers a complete application to Community Development and the fire department, which must inspect and recommend approval or denial within thirty-five calendar days; Section 5.44.027 then requires the chief of police to grant or deny the business permit within sixty calendar days, denying it only for enumerated reasons such as a disqualifying conviction (unless five years have passed since the conviction or release), a prior permit revocation within the last five years, or noncompliance with the chapter.

Section 5.44.030 sets the permit term at one year, renewable on a timely application. Section 5.44.052 bars anyone under eighteen from entering or remaining on the premises, and Section 5.44.048 requires a stage at least eighteen inches high and a ten-foot buffer with a thirty-inch rail between performers and patrons for live adult entertainment.
