Rocklin, CA Business Licensing & Operations: Massage Establishments (2026)

Chapter 5.20, Massage Services, makes it unlawful under § 5.20.030 to own, conduct, operate, or maintain a massage business in Rocklin without a valid massage business permit, and unlawful to operate one unless every person providing massage services holds an active certificate from the California Massage Therapy Council (CAMTC). Section 5.20.060 requires the application to be filed with the chief of police and to include the owner's identity, the business address, a full set of live-scan fingerprints paid for by the applicant, proof of age eighteen or older, business and criminal history, a current certificate of occupancy, proof of a City of Rocklin business license, and a liability insurance policy with minimum coverage of one million dollars for injury or death arising from a massage.

The chief of police must approve, condition, or deny a completed application within forty-five calendar days per § 5.20.090, which also lists disqualifying convictions such as Penal Code § 647 subdivisions (b) or (d), pandering, or controlled-substance offenses. Permits run for one year and renew annually under § 5.20.070. Section 5.20.200 requires the owner or designated manager to be present on-site at all times, and § 5.20.220 sets hours of operation from 6:00 a.m. to 10:00 p.m., prohibits recording devices and law-enforcement warning devices, and requires records of each treatment kept for two years. A permit revoked or suspended bars reapplication for five years under § 5.20.160.
