Milpitas allows many small businesses to run out of a house under its Home Occupation Permit program in Chapter C.10.130, but Subsection C.9 (Prohibited Uses) carves out a list of uses that can never qualify, no matter how the applicant packages the request. Item c on that list is blunt: 'All vehicle-related uses' are prohibited as home occupations, alongside adult-oriented businesses, animal care and boarding beyond four household pets kept outdoors, commercial cannabis uses, eating and drinking establishments, food and beverage processing, hotels and motels, maintenance and repair services, massage establishments, medical offices and clinics, personal services, and most retail sales.
