Chapter 70's servicing and storage rules treat a driveway repair job differently from a home garage job. Section 70.01(C) requires that repairs to a motor vehicle, trailer, vessel, or their parts happen inside a permanent, fully enclosable structure, meaning a garage or similar building with walls and a door that closes. The only work exempted from that structure requirement is minor, intermittent maintenance such as changing a battery, swapping a flat tire, or an oil change, and even that exemption only applies when the vehicle is titled or registered to the owner of the property where the work is happening; a resident cannot use their driveway to fix a friend's or customer's car.

Emergency road service is separately exempted, covering breakdowns that need an on-the-spot fix rather than a scheduled repair. Section 70.01(D) adds a companion rule for how a vehicle is supported during that work: no motor vehicle, trailer, or vessel may be jacked up, propped on blocks, or otherwise elevated by any supporting device unless that work happens inside an enclosed garage or body shop. Section 70.01(B) reinforces the same policy by requiring every parked or stored motor vehicle in the City to stay in a condition where it can move under its own power, except for vehicles genuinely under repair inside an enclosed building.
