Weston, FL Business Licensing & Operations: Massage Establishments (2026)

Weston Code of Ordinances section 86.12 states plainly that it is not the intent of the Commission to legislate, limit, or conflict with matters of massage establishments regulated by the state Department of Professional Regulation, Board of Massage, and by Florida Statutes Chapter 480; that state licensing track governs the therapeutic massage and bodywork trade itself. Separately, Chapter 86's licensing scheme for Adult Entertainment Establishments lists 'Massage establishment' as one of the license classifications available under section 86.31(B)(6), alongside adult bookstores, adult dancing establishments and encounter studios.

Section 86.31(A) makes it unlawful for any Adult Entertainment Establishment, including one licensed under the massage establishment classification, to operate without a City-issued Adult Entertainment license, and section 86.30 requires zoning approval before that license application can be approved. Licenses issued under this classification run annually from October 1 through September 30 under section 86.35(B), with a prorated fee for licenses issued mid-cycle and a renewal window through November 30 under section 86.35(D) before a lapsed license is cancelled under section 86.35(E). Annual license fee amounts are set by resolution of the City Commission under section 86.35(F), and the City collects both application and annual fees under section 86.35(G). Applicants must disclose ownership details, prior license suspensions or revocations, and any Specified Criminal Act convictions within the preceding five years under section 86.32(B).
