Abington, PA Business Licensing & Operations: Massage Establishments (2026)

Township Code Chapter 105, adopted 6-10-2021 by Ord. No. 2183, requires all massage establishments to register with and be licensed by Abington Township under § 105-3.A(1); no establishment may operate unless every massage therapist on staff also holds a current license from the Commonwealth of Pennsylvania. The owner or operator must file the application in person during regular business hours, submit copies of each therapist's state license, and keep the roster of therapists updated on an ongoing basis. The license fee is not fixed in the ordinance itself but is set from time to time by resolution of the Board of Commissioners.

Under § 105-3.A(2), the establishment must also prove it holds all other required business licenses and has arranged for payment of the business privilege tax, local service tax and earned income tax for its employees. Once a complete application, required documents and fee are submitted, § 105-3.D gives the Chief Code Enforcement Officer 60 days to grant or deny the license; a license must be denied to any applicant convicted of a felony or of a Section 5902 prostitution-related offense under the Crimes Code, 18 Pa.C.S.A. § 5902.

Licenses run one year from issuance under § 105-8 and are nontransferable under § 105-6. Premises must also meet the minimum physical standards of § 105-4 (disinfectable surfaces, a service sink, at least one toilet and washbasin, treatment rooms of at least 50 square feet lit to 20 footcandles, with doors that cannot be locked) and the operating rules of § 105-5, including hours of 7:00 a.m. to 10:00 p.m. and a bar on independent contractors.
