Abington, PA Parking Rules: Abandoned Vehicles (2026)

Section 98-2(F) of the Code of the Township of Abington amends § 302.8 of the International Property Maintenance Code of 2021, which the Township adopted wholesale at § 98-1. As amended, § 302.8 provides that, except as provided for in other regulations, inoperative, unlicensed or uninsured motor vehicles shall not be parked, kept or stored on any premises, and that vehicles shall not at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. The same amendment separately bars painting a vehicle outdoors, permitting it only inside an approved spray booth.

An exception preserves a homeowner's ability to do real repair work: a vehicle of any type may undergo major overhaul, including body work, provided the work happens inside a structure or similarly enclosed area designed and approved for that purpose, so a car up on jack stands in an open driveway for weeks is exactly what the rule targets, while the same repair inside a garage is not. Enforcement of the Property Maintenance Code runs through the Code Enforcement Division of the Township of Abington, the title § 98-2(B) assigns to the office administering former § 103.1.

Because § 302.8 is a Housing Standards amendment rather than a standalone Township ordinance provision, the Township did not reprint a separate dollar penalty for this specific subsection in the exported chapter; general Property Maintenance Code enforcement and the stop-work fine at amended § 110.4, $500 to $1,000 for continuing work after a stop-work order, illustrate the range of consequences the chapter otherwise imposes for Housing Standards violations.
