Alhambra, CA Business Licensing & Operations: Massage Establishments (2026)

Section 9.44.060, in Chapter 9.44 (Massage Therapy, Massage Establishments, and Massage Therapists), makes it unlawful for any massage establishment to operate unless it satisfies five conditions at once: every practitioner it employs is a certified massage practitioner, the business holds a valid city business license under Chapter 5.04, the location has a valid certificate of occupancy, the establishment holds a valid Alhambra massage establishment registry, and it holds a conditional use permit unless exempt under § 9.44.010 or § 9.44.030. Registry applications go through the Director's office and must include, among other items, the establishment's address and services offered, a scaled floor plan, hours and days of operation, the legal names, physical descriptions, and government-issued identification of all owners and managers, ten years of home addresses, proof of at least 18 years of age, the form of business entity, and a signed acknowledgment that the owners are responsible for employees' conduct and that failure to comply with Business and Professions Code §§ 4600 et seq. can trigger revocation.

Section 9.44.010 sets a compliance date of July 1, 2016 for new establishments and ancillary massage businesses. Under § 9.44.080, the Director can suspend or revoke the registry for violations of the chapter, disqualifying conduct proven by clear and convincing evidence, operating without a valid CAMTC certificate for a practitioner, or continuing to operate after suspension.
