Summary
Alhambra requires a city-issued adult business permit and business license before any sexually oriented business can open, and zoning code bans locating one within 500 feet of housing, schools, churches, parks or bars, and within 1,000 feet of any other adult business.
Adult businesses shall be located, developed and operated in compliance with the standards of this section and Chapter 5.50 of the Municipal Code. (A) Locational requirements. Adult businesses shall not be located: (1) Within 500 feet of any property zoned RL, RM, or RH, or any lot where there is an actual residential use, whether inside or outside the city limits. ... (6) Within 1,000 feet of any other adult business, whether inside or outside the city limits.
Official source re-checked September 7, 2026: no newer edition of the code had been published (publisher’s edition: 2026 S-25: Supplement contains: Local legislation current through Ord. 4851, passed 10-27-25).
Full Breakdown
030). 050, which sets hard locational limits: an adult business cannot sit within 500 feet of any RL, RM or RH zoned property or any lot with an actual residential use inside or outside city limits, within 500 feet of a place of religious worship, within 500 feet of a K-12 school or child care establishment, within 500 feet of a public park, playground or city facility such as city hall, the library, or a police or fire station, or within 500 feet of a property holding a Type 40, 42, 48 or 61 on-site alcoholic beverage license.
Adult businesses also cannot cluster: none may locate within 1,000 feet of another adult business, inside or outside Alhambra's boundaries. These distances are measured against uses both inside and outside the city, so a qualifying use just across the Monterey Park, San Gabriel or unincorporated Los Angeles County line still triggers the buffer. 50 covering exterior lighting, soundproofing, age restrictions and hours. 060(A)(1). 050 distance requirements cannot lawfully operate anywhere in the city, since Alhambra's built-out commercial corridors leave little land clear of all six buffers at once.
Violations & Fines
Operating an adult business without the required permit, or in a location that violates the 500-foot or 1,000-foot spacing standards of § 23.22.050, is grounds for the Director to deny, refuse to renew, or revoke the adult business permit under Chapter 5.50's enforcement provisions. A permit holder who loses the permit through revocation may not simply reapply at will; Chapter 5.50 sets a separate reapplication bar after denial or revocation, and continued operation without a valid permit exposes the operator to the city's general penalty and code enforcement action.
