Conway, AR Business Licensing & Operations: Massage Establishments (2026)

Conway Municipal Code § 7.80.23, part of Chapter 7.80 governing sexually oriented businesses and enacted by Ord. No. O-04-15, makes it unlawful for any business already classified as a sexually oriented business under § 7.80.03 to offer massage salon, massage parlor, or similar services when the service involves any physical contact with the customer, or when that physical contact amounts to a "specified sexual activity" as defined in § 7.80.02. The rule applies regardless of the gender of either the provider or the recipient of the service.

This is a flat prohibition rather than a licensing scheme: a stand-alone massage therapy business that is not classified as a sexually oriented business is not addressed anywhere else in the Conway Municipal Code, so it falls outside this section's reach and outside any other city licensing chapter found in the code. The provision exists specifically to close off contact-based massage as a way for an adult business to operate without a sexually oriented business license, and it is enforced together with the rest of Chapter 7.80's licensing and inspection scheme run by the Chief of Police, the Fire Department and the Code Enforcement Department.
