Conway, AR Business Licensing & Operations: Towing Companies (2026)

Under Chapter 4.56 of the Conway Municipal Code, any wrecker or towing company that wants to answer the City's calls for non-consent tows must submit a full application packet during the annual Application Period, October 1 through November 30, per Section 4.56.02. Companies drawn from the pool by random draw become Providers on the Rotation and must reapply every Application Period to keep their spot. Section 4.56.03 requires proof of at least two one-ton light-duty wreckers, one twenty-five-ton wrecker with tandem rear axles, and one and one-half-ton rollback, plus general liability coverage of at least $750,000 and on-hook coverage of $50,000 (light), $100,000 (medium) and $200,000 (heavy).

Section 4.56.04 requires a secured storage yard within the City or its extraterritorial jurisdiction, enclosed by a fence at least six feet high topped with two feet of barbed or razor wire, monitored by continuous video kept for 30 days. Providers must respond to a City call within 20 minutes, except weekday rush windows of 7:30 to 8:30 a.m. and 5:00 to 6:00 p.m., or the next Provider in line is called instead. Section 4.56.05 caps charges: an in-town light-duty tow cannot exceed $85.00, medium-duty $115.00 and heavy-duty $386.00, with capped winch, on-scene, storage and cleanup fees layered on top; an after-hours or Sunday/holiday release fee is capped at $30.00 and an administration fee at $25.00. The Conway Police Department supervises Providers and inspects storage yards and tow records under Section 4.56.07.
