Flint, MI Business Licensing & Operations: Massage Establishments (2026)

Flint's zoning code lists "Massage establishments" among Group A special regulated uses (§ 50-161(b)(1)). An applicant must apply to the Planning and Zoning Office for Planning Commission approval (§ 50-162), and the use cannot locate within 1,000 feet of a residentially zoned district, mobile home park, K-12 school, park or church, or within 2,000 feet of two or more other Group A/B/C special regulated uses (§§ 50-163(a), 50-164(a)). Approved massage establishments must occupy a single freestanding building not connected to any other business or dwelling, with an exterior color approved by the Planning Commission and unobstructed entrance/exit doors during business hours (§ 50-165). The use is only permitted in D-6, E, F and G zoning districts (§ 50-169(a)(1)).
