Flint, MI Business Licensing & Operations: Towing Companies (2026)

City of Flint Code § 12-109 makes it unlawful for a wrecker or towing operator, unless acting as an agent in a legal repossession, to remove a vehicle from a public street without the owner's or custodian's consent or authorization from police or another designated city official. Towing from private property is likewise barred unless requested by the vehicle's owner/custodian or by the property's owner, agent, or licensee. Operators must notify the Police Department within two hours of any impoundment, cannot move a vehicle outside the City of Flint without written city authorization or the owner's consent, and may not cruise city streets soliciting tow business without the Police Department's written consent. All wreckers must also hold a current City Clerk license under § 12-103.
