Irving, TX Business Licensing & Operations: Massage Establishments (2026)

Chapter 43 of the Irving Code of Civil and Criminal Ordinances makes it unlawful to control or have custody over any premises where massages are furnished without a valid massage establishment license, to perform massages without a massaginist license, or for an establishment to employ a massaginist who lacks one (§ 43-3). Both licenses run for one year and must be posted conspicuously on the premises (§ 43-4). 05 (§ 43-5). A massaginist applicant must also submit fingerprints and a photograph taken by the Irving Police Department (§ 43-6).

The chief of police must refuse or revoke a license on conviction of any of the listed offenses within five years, and a revoked establishment license cannot be renewed for five years (§§ 43-9, 43-15). in a residentially zoned area, and none may operate in connection with living or sleeping quarters (§ 43-17). The health director must inspect each establishment at least twice a year and may seek a search warrant if entry is refused (§ 43-18). The original or renewal establishment license fee is $250 per year, nonrefundable and nontransferable; the massaginist license fee is $25 per year (§§ 43-21, 43-22).
