Kokomo, IN Business Licensing & Operations: Massage Establishments (2026)

Kokomo Code of Ordinances § 114.20 makes it unlawful to operate a massage establishment without a permit issued by the Police Department after the Director of Public Health signs off. Section 114.21 sets a $25, non-refundable filing fee payable when the applicant files with the Chief of Police. Section 114.22 requires proof the applicant is at least 18, two 2-by-2-inch photographs, fingerprints, three years of employment history, prior license history, and disclosure of any criminal convictions besides minor traffic offenses. Section 114.23 requires a public hearing with at least ten days' posted or published notice before the Chief of Police rules on the application.

Under § 114.24, the Chief must issue the permit within 14 days of that hearing unless the operation would violate building, health, planning, housing, zoning or fire codes, or unless the applicant or a manager has a felony or sexual-misconduct, prostitution or pandering conviction less than three years old. Section 114.25 conditions issuance on a Public Health inspection confirming waterproof wet-room construction and adequate toilet and washing facilities. Section 114.03 confines business hours to 8:00 a.m. to 6:00 p.m. and bars Sunday operation entirely. Section 114.26 lets the Chief of Police revoke or suspend a permit after a hearing with ten days' notice if the establishment violates the chapter or an employee is convicted of an offense under § 115.33. Most operating violations, including hours and advertising rules, carry the general penalty in § 110.99.
