Kokomo Code of Ordinances § 73.10 governs the rates a towing company can charge when the city, through the Board of Public Works and Safety, contracts it to remove, store, and dispose of abandoned vehicles under § 73.06. The rates and service charges the contractor bills cannot exceed a $45 basic towing fee plus itemized add-ons: $9 per day of storage, $10 for dolly or flatbed use, $15 if a flatbed was not notified by the dispatcher and must return to the lot, $7.50 for using oil-dry, $5 for a winch or disconnecting a drive shaft, $5 for street clean-up, and $10 for a cycle sling, with no extra charge for a small moped.

After the first hour on scene, the contractor can additionally bill $10 per 15 minutes for a small wrecker or $15 per 15 minutes for a large wrecker. Under § 73.06(B), the city can structure its towing contract so the contracted operator keeps the reclamation and sale proceeds in lieu of any other charge against the city, and the city bears no responsibility for any gap between what the operator actually spends and what it recovers. Because this rate cap sits in the abandoned-vehicle chapter rather than a separate towing-license chapter, Kokomo does not run a standalone towing-company licensing scheme in its code; the contracted operator's authority to tow comes from its Board of Public Works and Safety contract rather than a business license.
