Mount Prospect, IL Business Licensing & Operations: Massage Establishments (2026)

Article VII of Chapter 11 of the Mount Prospect Village Code governs massage. Each separate office or place of business in the village needs its own massage establishment business license. Individuals holding the required state license who perform massage in their own homes need no business license for that home, but the zoning code's home occupation requirements then apply. Anyone who massages for compensation needs a valid state license under 225 Illinois Compiled Statutes 57/1 et seq., and Section 11.715 bars employing a massage therapist who lacks one.

Section 11.702 sets the application. It is filed under oath with the Department of Community Development with a nonrefundable annual fee set in Appendix A: $250.00 for the first year and $100.00 each year after. The building inspector and health inspector each inspect within thirty days and report. The Police Department then investigates, with fingerprints and the criminal record check paid by the applicant, unless the applicant holds a valid state license and submits a copy. The application asks for at least three character references and the name and state license of each massage therapist. Licensees report any change in the data within ten days.

Section 11.703 requires issuance unless the village finds unpaid fees, a proposed operation that would not comply with building, zoning and health regulations, a disqualifying conviction less than ten years old, a false statement, a massage-related license denied, revoked or suspended within five years, an applicant under eighteen, or missing state licenses for the therapists. Section 11.704 sets a decision deadline of ninety days from acceptance, and every license terminates on December 31 following issuance.

Operating rules include prices posted in the reception area, a reception or waiting area visible from outside through transparent, unobstructed windows and doors, no lockable door on any massage area, and no alcoholic beverages on the premises. Under Section 11.712 no one under eighteen can be offered or receive a massage unless accompanied by, or with written consent of, a parent or legal guardian. Section 11.719 makes a license void on sale, transfer or relocation.
