Mount Prospect, IL Noise Ordinances: Quiet Hours (2026)

The Village of Mount Prospect sets its nighttime quiet hours for residential neighborhoods in § 23.1403.1 of the Village Code, a section of the nuisance article. The hours run from 7:00 P.M. until 7:00 A.M. and apply inside the R-X, R-1, R-A, R-2, R-3 and R-4 residential districts. During that window it is unlawful to operate any percussion tools, power tools, power lawn tools or power construction equipment. The list is written by equipment type, so a leaf blower, a mower, a circular saw and a jackhammer are all the kind of machine the text names.

Three exemptions are printed in the section. The prohibitions do not apply to snow removal, to municipal operations, or to bona fide emergency home repairs. The word bona fide matters: the exemption covers genuine emergencies, and routine projects that simply run late do not qualify for it.

The same section restricts commercial vehicle loading, unloading and engine or refrigeration unit operation during the identical 7:00 P.M. to 7:00 A.M. window, and that truck rule is covered on its own page. The power equipment clause is the only part of § 23.1403.1 that reaches homeowners and contractors working on their own property.

The quiet hours are one piece of a wider noise structure. Section 23.1403 H declares it a nuisance to produce or permit any offensive noise that disturbs the peace or quiet of the neighborhood or of any person residing in the vicinity of the premises, and it lists several other Village Code sections, including 11.508 C, "Loud Noises And Speaking Devices", 12.102, "Food Service Regulations" and 13.404, "Entertainment", among the noise restrictions it incorporates. A neighbor whose noise is not power equipment therefore is not automatically outside the Village's reach, but the fixed 7:00 P.M. to 7:00 A.M. clock in § 23.1403.1 applies to the tools and equipment listed.
