Mount Prospect, IL Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Article VII of Chapter 23, Sound Amplifiers, is the Village Code's direct rule on amplified sound. Section 23.701 makes it unlawful to maintain or operate any loudspeaker or amplifier connected with any radio, phonograph, microphone or other device by which sounds are magnified and made heard over any public street or public place without first securing a permit. Section 23.702 requires an application containing the information the Village prescribes. Under Section 23.703 the license issues on payment of the fee to the village clerk and permits use only on the date specified on the license and on no other.

The fee is set in Appendix A, Division II: $100.00 for any day or part of a day for a device operated from a fixed location and not in a moving vehicle, and $25.00 for any day or part of a day for a device used in a moving vehicle along the streets.

Section 23.704 then limits what a licensee can do. No use within the village limits on Sunday or between eight o'clock (8:00) P.M. and eight o'clock (8:00) A.M. of any other day. No use within a radius of one thousand six hundred feet (1,600') from any hospital, or from a church while funeral services are being held, and none within one thousand feet (1,000') from any property used or zoned for any residential purpose under the village zoning ordinance in Chapter 14.

Two other provisions reach sound without a permit. Section 23.101(B)(15) makes it disorderly conduct to make, by shouting or by any horn, bell, radio, loudspeaker, amplifying system or other device, any unreasonably loud, disturbing and unnecessary noise on streets, alleys, parks, other public places or private premises, of such character, volume, intensity and duration as to be plainly heard on public places so as to disturb the peace and quiet of the Village or to be detrimental to the life and health of any individual. Appendix A lists that item at $100.00. Section 11.508(C) bars a licensee under that Chapter 11 article from shouting or using any sound or amplifying device on a public way or place, or on private premises where the sound is heard on a public place, except for entertainment provided to the general public as part of a village approved event.
