Mount Prospect, IL Parking Rules: Preferential Parking Districts (2026)

This page covers the resident-priority and permit rules printed in section 18.1322 of the Mount Prospect Village Code, the pay parking zone section. Section 18.1322A establishes pay parking zones wherever signs are posted, and lists seven: the West Commuter Lot (north of the railroad tracks, south of Northwest Highway, immediately west of Main Street), the Metra Station Lot (between Main and Emerson Streets), the East Commuter Lot (immediately east of Emerson Street), the Maple Street Parking Deck at 301 S. Maple Street, on-street parking on the north side of Prospect Avenue between Maple and William Streets, the Emerson Street Parking Deck at 30 S. Emerson Street, and the Wille Street Parking Lot on the west side of Wille Street between Prospect and Evergreen Avenues.

Subsection B is the resident rule. It is unlawful to park a motor vehicle in any pay parking zone signed Resident Parking Only unless a current Mount Prospect vehicle sticker is displayed in the front windshield. Subsection C.3 governs monthly permit zones: signs give notice at each zone where Village-issued parking permits are valid, no person parks there unless a valid permit is conspicuously displayed and/or the vehicle's license plate is entered into the electronic permit system, and the monthly fee is set in appendix A, division II for each type of permit. There is no charge in pay parking zones on holidays, Saturdays and Sundays, but monthly permit fees are not adjusted for holidays.

Section 18.1323F directs the Village Manager or his designee to establish and maintain permit parking systems in the Maple Street and Emerson Street Parking Decks, subject to time, user or other restrictions he determines necessary. Section 18.1322F bars displaying a counterfeit, altered, copied or otherwise modified permit in place of a Village-issued permit. Separately, section 8.2202B lets the village decline to issue or renew residential parking permits and temporary residential parking permits for a respondent who leaves a final administrative judgment unsatisfied for 14 days.
