Mount Prospect, IL Parking Rules: Snow Removal Parking Rules (2026)

Section 18.1314 of the Mount Prospect Village Code is the snowfall parking rule. It is unlawful to park, cause to be parked or allow to remain parked any vehicle on any unplowed public right of way within the village at any time within a 24 hour period a snowfall of 2 inches or more has occurred. The trigger is the snowfall itself, measured at 2 inches, and the restriction reaches a street that has not yet been plowed.

Section 18.1423 carries the rest of the snow rules. Subsection A makes it unlawful to plow or remove snow from any property and deposit it on any public right of way, so a resident or contractor cannot clear a driveway or lot by pushing the snow into the street. Subsection B makes it unlawful to obstruct, prevent or impede snow removal by the village, and defines impede as abusive conduct directed at any employee, agent, contractor, subcontractor or servant of the village involved in snow removal, including assault, battery, threats of bodily harm and verbal abuse.

Subsection C subjects vehicles parked in violation of section 18.1314, and vehicles located so as to obstruct or prevent village snow removal, to being towed by the village or its officers, agents, employees, contractors and subcontractors to a location the village designates, at the owner's expense. The village mails written notice of the vehicle's location to the owner within 72 hours after the vehicle is deposited, and can also call. Before release, the owner pays whatever fees are charged by the person the village designated to tow. If the village towed or stored the vehicle, the owner pays the towing fee, a fee for any necessary work done to permit towing, and a daily storage fee for outside or indoor storage, all set in appendix A, division II. Subsection F states the village is not liable for damage from the work, towing and storage.
