Once snow on the street exceeds one inch in depth, no vehicle may sit longer than three minutes for passenger loading or 30 minutes for property loading, anywhere on the street, whether or not the spot is a marked loading zone. The restriction starts the moment snow begins to fall and runs for eight hours after the snowfall stops, and that eight-hour window is extended for the whole time snow removal operations are underway, so a plow route that takes longer than eight hours keeps the parking ban alive until the street is clear.

Subsection (B) gives police officers direct enforcement authority beyond a citation: an officer who finds a vehicle violating the section can order the driver to move it, remove it personally, or have it towed from the street. Subsection (C) protects the village's ability to collect before releasing a towed vehicle, providing that no vehicle towed under this section is released to its owner until all lawful towing and storage charges are paid in full. The section dates to Ord. 70-0-005 in 1970 and was amended by Ord. 09, which still applies on snow nights independent of this section.
