Parker, CO Business Licensing & Operations: Massage Establishments (2026)

Under Parker Municipal Code Chapter 5.10, an applicant pays a nonrefundable $150 filing fee, and each owner, officer or manager holding over ten percent interest must be fingerprinted and photographed by the Parker Police Department, which investigates background and financing before the Licensing Authority holds a public hearing at least 30 days after filing. Notice is posted on the premises and published in a local newspaper at least 10 days before the hearing. Licenses run one year, with fees set by Town Council resolution, and every employee who administers massages must carry a $50 Town-issued identity card.

Section 5.10.120 bars a parlor within 750 feet of a church, school, child care facility, public park or any residential zone or lot, and within 1,000 feet of another licensed massage parlor or a Chapter 5.07 sexually oriented business; a facility already operating when these limits took effect may continue as a legal nonconforming use. Section 5.10.170 forbids serving anyone under 18 without a parent, guardian or physician's referral, requires a posted warning card at least 14 by 11 inches, bans alcohol and narcotics on site, and closes every parlor between midnight and 6:00 a.m.

The Licensing Authority may suspend or revoke a license for repeated disturbances, prostitution, false statements or chapter violations, with appeal to the Douglas County District Court under C.R.C.P. 106(a)(4).
