Parker, CO Business Licensing & Operations: Pawnbrokers (2026)

Chapter 5.09 requires anyone regularly making contracts for purchase or purchase transactions as a pawnbroker in Parker to hold a current license under § 5.09.020; operating without one is unlawful. Section 5.09.030 sets a $1,000 nonrefundable application fee and requires every individual applicant, partner, officer, director, ten-percent-or-greater shareholder and manager to be named, fingerprinted and photographed by the Police Department, and to submit proof the site meets the Parker Land Development Ordinance along with financial statements for the prior twelve months. Section 5.09.040 sets the annual license fee at $2,500, payable before the license issues and prorated for the year the license is first granted.

As part of the licensing process, § 5.09.060 requires a $10,000 surety bond conditioned on faithfully observing the Chapter and safekeeping or returning pledged property, and § 5.09.070 requires fire and property damage insurance covering at least half the contracted value of property the pawnbroker holds. Section 5.09.080 requires proof from the Planning Director that the site's zoning permits a pawnbroker use before any license issues. The Police Department investigates the background, experience, character and financial responsibility of every named individual under § 5.09.090, and the Town Clerk must decide whether to grant or deny the license or a renewal within sixty days of receiving every required item under § 5.09.100(a).

Licenses expire December 31 of every year, and renewal requests are due to the Town Clerk no later than October 1 under § 5.09.050(b). A contract for purchase, the pawn transaction itself, can run no more than ninety days, and the fixed price to redeem pledged property is capped at one-tenth of the original purchase price per month plus the purchase price for amounts of $50 or more, or one-fifth per month plus the purchase price for smaller amounts, under § 5.09.010.
