Pico Rivera, CA Business Licensing & Operations: Massage Establishments (2026)

Section 18.22.150 applies whenever a business opens as a massage establishment, converts an existing business into one, adds massage services to another business, or relocates. Subsection (C) makes it unlawful to perform, practice, or administer a massage in the city without a certificate from the California Massage Therapy Council under the state's Massage Therapy Act, Business and Professions Code Chapter 10.5. Subsection (D) requires the establishment to keep a two-year employee register listing each technician's legal name, aliases, address, phone number, and full CAMTC certificate details, updated and reported to the city within 10 calendar days of any hire or departure, and available for city inspection during business hours.

Subsection (E) confines all massage activity to an enclosed building and bars operating as a home occupation, and subsection (F) requires storefront windows to stay transparent and unobscured during operating hours unless the window looks into the actual massage room. Subsection (G) requires practitioners and employees to stay fully clothed and keep all 'specified anatomical areas' defined in Section 5.22.020 and Business and Professions Code Section 4609(a)(1) covered whenever an employee is in the room, and bars massaging anyone under 18 without a parent or guardian's written consent.

Subsections (H) through (K) require posted service pricing, ban recording or monitoring devices, prohibit sexually oriented merchandise on the premises, and flatly prohibit any specified sexual activity.
