Vineland, NJ Business Licensing & Operations: Massage Establishments (2026)

Vineland's former stand-alone massage therapy licensing chapter has been repealed, so the operative control on massage establishments today comes from the Land Use Article's zoning prohibited-use lists. Section 425-273, governing the R-B-1 Residential-Business Zone, lists 'establishment which does tattooing, massage, body piercing' as a prohibited use alongside an adult bookstore, a steam bath, and astrologers, cardreaders and psychics. Section 425-270 defines that phrase as any personal service shop which does tattooing, massage and/or body piercing, so any business offering massage services, even alongside unrelated personal-care services, falls under the ban if it fits that combined definition.

The identical prohibited-use listing reappears in Section 425-274 for the R-B-2 Zone and in Section 425-293 for the B-1 Business Zone, meaning a massage establishment cannot locate as of right in the City's residential-business transition zones or its general business zone. A prospective operator would need to identify a zoning district where the use is not listed as prohibited and confirm it is not swept in as a conditional or accessory use restriction there, since the code's approach is to name the use category and exclude it zone by zone rather than license it citywide.
