Vineland, NJ Business Licensing & Operations: Tattoo & Body Modification (2026)

Chapter 643, adopted in 2003 and last amended in 2025, incorporates New Jersey's Body Art Procedures rules at N.J.A.C. 8:27 by reference and puts the Vineland Department of Health in charge of enforcement. Section 643-3 requires both an establishment license for the business itself and a separate practitioner license for anyone who tattoos, applies permanent cosmetics, or performs body or ear piercing, renewed annually. Section 643-5's fee schedule sets the initial body art facility license, covering plan review and a pre-opening inspection, at $800, with renewal at $200 plus $100 for each additional work station; ear-piercing establishments pay $100 initially and $50 to renew, while individual practitioner licenses (tattoo artist, body piercer, permanent cosmetologist) run $70 initial and $35 to renew.

A statement of approval from the Zoning Officer is required before any body art establishment license issues. Section 643-4 lets the Department of Health deny or suspend a license to abate a present or impending danger to public health, but a denied applicant gets written notice and a hearing opportunity within 15 business days. Section 643-8 separately bars implants and scarification such as branding or cutting in any licensed establishment, and bars tattooing, body piercing or genital piercing on anyone under 18 without a parent's or guardian's written consent and identification, with no exception for genital piercing regardless of consent.
