Vineland, NJ Business Licensing & Operations: Tobacco Retail License (2026)

Section 660-8, added in 2018 and amended in 2020, requires a Department of Health license before anyone can conduct, maintain or operate a retail vapor product establishment in Vineland, and expressly bars itinerant establishments or vendors from obtaining one, meaning vapor sales must come from a fixed, licensed retail location. The fee funds the Department of Health's age-of-sale enforcement program along with other smoking cessation, prevention and control efforts: the initial annual license costs $600, and each renewal costs $300 per year. Licenses expire every December 31 or whenever the establishment stops operating as a retail vapor product establishment, whichever happens first, and renewal applications must be filed on or before December 31.

A license cannot be transferred by sale or otherwise; it is valid only for the specific premises and establishment named on it, and it must be posted in a conspicuous place inside the store. Section 660-9 lets the Health Officer or a designee issue a written complaint for a violation within 90 days of discovering it, inspect the premises, and request Police Department assistance if someone obstructs an inspection; citizens can also file complaints against violators directly with the Department.
