West Jordan, UT Business Licensing & Operations: Massage Establishments (2026)

Section 4-2H-2 exempts certain providers from the specialty massage license: Utah-licensed physicians, chiropractors, osteopaths, nurses, and physical therapists (and staff working directly under their supervision at the same location), licensed barbers and cosmetologists performing limited neck, face, scalp, hand, or foot massage within their license scope, employees of licensed hospitals, nursing homes, or mental health facilities acting within their employment, and massage performed as a home occupation. Section 4-2H-3 separately bars practicing massage without a state license, bars serving or allowing alcohol on the licensed premises, and bars unlawful or unprofessional conduct on the business premises or at outcall locations.

, each licensed individual's license and DOPL number displayed in the front lobby, a current roster of every employee, independent contractor, and other person performing massage with their valid Utah license and government photo ID on file (updated within 30 days of any staff change), a ban on employing anyone under 18, security cameras restricted to the lobby area only, unobstructed and transparent lobby windows, and a mandatory on-site inspection by the Business License Official or designee before any license is issued. Section 4-2H-5 bars licensing a new massage establishment at a location for two years after a prior establishment there had its license revoked, denied, or suspended.
