B adds that an antique dealer who intends to receive items containing precious metals or gems must separately obtain the secondhand precious metal/gem dealer license, and one dealing in numismatic or bullion items must separately obtain that license too. Section 4-2N-2's 30-day holding period bars disposing of or altering any received item within that window unless the police department's designated representative expressly permits an earlier release, and items must be available for police inspection during reasonable business hours while held; if a peace officer requests it, an item must be surrendered and held until released or taken into police custody as evidence.

Recordkeeping under section 4-2N-3 requires a bound book kept in English at the time each item is received, recording a description with identifying marks and ownership indications, the price paid or value traded, the date and hour, the seller's name, address, and description, a numerical identifier from the seller's photo ID, and eventually the date of sale or disposal; a separate cross-referenced record goes to the police department with the seller's signed certificate of legal right to sell, a fingerprint, and the receiving employee's signature.

Section 4-2N-4 requires nonerasable ink, section 4-2N-5 requires full police access to the business and its records on request, section 4-2N-7 requires a seven-foot tight board fence around any outdoor storage of junk or secondhand goods, and section 4-2N-8 bars accepting any item with an altered or removed serial number.
