Section 17-2-505 requires every licensee except junk collectors to post a $1,000 surety bond as a condition of licensing. Section 17-2-504 bars issuing a license to anyone convicted of theft or receiving stolen property within the past five years. Licensed dealers must also log detailed buyer/seller information on every transaction under § 17-2-506, and § 17-2-513 confines a secondhand dealer to merchandise of the same type as their principal business.
