All pawnbrokers and secondhand dealers shall register with the City Clerk. Said registration shall include the full name, address and telephone number of the applicant if an individual, and if a corporation the name, address and telephone number of each of its officers. Such application shall also set out the location of such business. All change of addresses of pawnbrokers or secondhand dealers registered under this Section shall be reported to the City Clerk's Office within twenty-four (24) hours of moving to their new location.
