Ogden, UT Business Licensing & Operations: Pawnbrokers (2026)

Ogden City Code § 5-12A-2(A) makes it unlawful to carry on the pawnbroker business without a license and payment of the required fee, treating each day of unlicensed operation as a separate offense. Subsection (B) requires a $1,000 bond with at least two sufficient sureties, in a form approved by the city attorney, conditioned on faithfully observing all pawnbroker laws and ordinances. Under § 5-12A-3, the application goes to the business license coordinator with a petition signed by at least 10 property owners certifying the applicant's good character; the mayor or designee decides, and a denied applicant may appeal to district court.

, must post all pawnbroker ordinances conspicuously, and must keep an ink ledger in English recording each loan's description, amount, date and hour, and the pledgor's name and address, open to inspection by any peace officer at all times. Section 5-12A-5 bars taking pledges from an intoxicated, habitually drunk, thieving or mentally deficient person, from anyone under 18 without written parental consent, or employing anyone under 16 to take a pledge or make a loan. Forfeited pledges cannot be sold or disposed of within three months of forfeiture under § 5-12A-4(G).
