Taylorsville City Code § 5.75.020 makes it unlawful to operate as a pawnbroker without first obtaining a license, and requires a separate license for each business location. Section 5.75.030 sets the application conditions: only individuals may apply (with corporate officers or authorized partners applying on behalf of an entity), and under subsection E no applicant is issued a license until the police department completes a background investigation under § 5.08.070. Section 5.75.040 ties the license fee to the adopted consolidated fee schedule, and § 5.75.050 confines a pawnbroker to the fixed location named on the license, barring relocation or a second location without a separate license.

Any change to license information must be reported to the license official within 30 days under § 5.75.060, and § 5.75.070 lets the license official deny, suspend, or revoke a license for violations of the chapter, an out-of-jurisdiction license action, employee misconduct the owner could not have prevented, or a theft or stolen-property conviction within the past five years, with a hearing right preserved under § 5.75.080. Daily operations are tightly regulated: § 5.75.090 requires computerized recordkeeping of every transaction (seller identity, description, and consideration paid), § 5.75.100 makes those records open to inspection by any peace officer, and § 5.75.130 bars trading before 7:00 a.m. or after 10:00 p.m. without written police permission.

Section 5.75.140 imposes a 30-day holding period before any pawned item can be sold, melted, or altered, and § 5.75.190 flatly bars dealing with anyone under 18 years of age.
