Taylorsville City Code Chapter 5.62 makes it unlawful under § 5.62.020 to operate, conduct, or maintain a massage establishment, or to engage in business as a massage technician or masseur, without first securing a license from the state of Utah under Utah Code Annotated § 58-476-301. At the local level, § 5.62.040 requires that anyone seeking a Taylorsville business license to run a massage establishment or work as a technician submit proof of that state license before the city license issues, and § 5.62.030 sets the annual fee according to the adopted consolidated fee schedule.

Once licensed, § 5.62.050 requires the establishment to display its business license conspicuously on the premises, and every technician or masseur must keep their state license in their possession or immediate presence while working. Section 5.62.060 exempts individuals who are exempt from state licensing under Utah Code Annotated § 58-47b-304. Enforcement runs through § 5.62.070: if a massage establishment or its employee performs massage contrary to state statute or city ordinance, contrary to public health, or without due regard to proper sanitation or hygiene, that is grounds for revoking the establishment's license under the city's standard revocation procedures.
