Taylorsville, UT Business Licensing & Operations: Tobacco Retail License (2026)

Section 13.11.230 of the Taylorsville City Code sets three separate buffers before a tobacco specialty business license can be issued: 1,000 feet from a community location, 600 feet from another retail tobacco specialty business, and 600 feet from property used or zoned agricultural or residential. Distance is measured in a straight line from the tobacco business's nearest entrance to the nearest property boundary of the protected use, ignoring intervening structures, roads, city boundaries or zoning districts. The Code defines community location broadly to include public and private kindergartens, elementary, middle, junior high and high schools, licensed childcare facilities or preschools, trade or technical schools, churches, public libraries, public playgrounds, public parks, youth centers or spaces used primarily for youth activities, public recreation facilities, and public arcades.

Beyond siting, a tobacco specialty business must meet the chapter 13.37 architectural design standards, matching earth tones or the design theme of its center, with at least 25% of the ground-floor street-facing facade in clear or lightly tinted glass at eye level, no visible security bars or chains, and no exterior neon lighting apart from signage. Signage itself must follow the Code's general sign regulations. The City also caps the total number of specialty tobacco licenses citywide at one per 10,000 residents, using the U.S.

Census Bureau's annual population estimate rounded down to the nearest 10,000, so growth in Taylorsville's roughly 60,000-resident population currently supports only a small handful of licensed shops.
