Taylorsville City Code § 5.79.030 requires a license to operate as a secondhand dealer, secondhand precious metal or gem dealer, junk dealer, junk collector, antique dealer, coin dealer, or processor, with a separate license required for each location. Section 5.79.020 exempts merchants whose principal business is new merchandise with only incidental secondhand trade-ins, dealers who swap secondhand goods of higher value, and businesses principally engaged in servicing or rebuilding major appliances. Under § 5.79.040, only individuals may apply (officers or authorized partners apply on behalf of an entity), and subsection E bars issuing a license until the police department completes a background investigation under § 5.08.070, the same vetting pawnbrokers undergo.
