Bossier Parish, LA Business Licensing & Operations: Secondhand Dealers (2026)

Under Bossier Parish Code § 98-1, every individual, firm, corporation or partnership that buys and resells iron, copper, brass, aluminum, bronze, zinc or other scrap or salvage metals in the unincorporated parish, plus dealers who acquire salvaged vehicles, must complete a report for the sheriff or a designee within 24 hours of each acquisition. The report has to describe the metal or vehicle purchased and name the seller, and the dealer cannot complete the purchase unless the seller hands over a valid state driver's license, an armed forces ID card, or a state identification card from the motor vehicle office of the state department of public safety; that ID number goes on the report along with the tow truck or delivery vehicle's license plate when a salvaged vehicle is involved.

Food and beverage cans are the only metals exempted from the reporting duty. Section 98-1(c) separately bars dealers from purchasing, trading or accepting any of the listed scrap metals or salvaged vehicles from a seller who is not at least 17 years old, again carving out food and beverage cans.
