Section 6-7-373 states plainly that no person shall sell cigarettes, electronic vaping devices, or tobacco products in the Village without first obtaining a license from the village clerk, and it adopts the state's retailer licensing statute, Wis. 65, by reference into the article. That state statute is the source of the underlying age, registration and product-restriction framework; the Village layer is the local license itself. Section 6-7-374 sets the license fee on file in the clerk's office, applicable to license applications for the licensing period beginning July 1 each year, meaning tobacco and vape retailers renew on that fixed annual cycle rather than an anniversary date tied to when the business first opened.

Because this license sits inside Chapter 6's general licensing framework, the chapter-wide provisions apply too: Section 6-1-58 lets the village board revoke or suspend any Chapter 6 license for cause after a written complaint and a hearing, with the licensee entitled to counsel and to cross-examine witnesses, and Section 6-1-59 charges the village clerk-treasurer with enforcing all license ordinances. A retailer selling cigarettes, vaping devices, or tobacco products without first securing this license, or continuing to sell after a suspension or revocation, is operating unlicensed under Section 6-7-373 regardless of any state registration held separately.
