Flagstaff, AZ Cannabis Regulations: Buffer Zones (2026)

Zoning Code Section 10-40.60.220 sets out the marijuana establishment separation requirements in subsection F, measured in a straight line from the boundary of the lot containing the marijuana establishment to the property boundary of the lot containing the protected use. The largest buffer, 2,000 feet, applies between one marijuana establishment and another. A 500-foot buffer applies to five other categories of use: a residential substance abuse treatment facility or other residential drug or alcohol rehabilitation facility licensed by the State of Arizona; a community college, university, or any public, private, parochial, charter, or specialty school or educational facility catering to children; a daycare home or daycare center; a public library or public park; and a facility devoted to family recreation or entertainment.

Before the City will even accept a Concept Plan application for a marijuana establishment, Section 10-40.60.220.B requires the applicant to submit a scaled survey sealed by an Arizona-registered land surveyor showing the property lines and the separations from the nearest lots containing any of these protected uses, plus a notarized affidavit attesting that the site meets every one of the listed separation requirements. The same section layers on operating standards regardless of location: dispensaries may only operate between 8:00 a.m. and 10:00 p.m., on-site consumption of marijuana is prohibited everywhere on the premises including the parking area, drive-through service and outdoor customer seating are banned, and the establishment must display a current City of Flagstaff business license and maintain a secure, lockable storage area with a single secure entrance.
