Flagstaff, AZ Fence Regulations: Fence Permit Requirements (2026)

Flagstaff Zoning Code § 10-50.50.020, Permit Required, states that issuance of a minor improvement permit is required for the installation of all walls and fences described in Division 10-50.50, Fences and Screening. That minor improvement permit process itself lives in Flagstaff Zoning Code § 10-20.40.080: a property owner files an application with the Community Development Director before placing, installing, constructing or developing any structure, including fences, garden walls and pergolas, that does not already require a full building permit. The Director reviews the application against the review schedule on file with the Planning Section and either issues the permit or denies it in writing with a stated reason.

Not every enclosure needs the paperwork. The code exempts children's play houses and tree houses under 200 square feet and animal-keeping shelters under 50 square feet from the minor improvement permit, but it carves out no similar exception for an ordinary yard fence or wall. The City's adopted 2018 International Residential Code amendments reinforce the same rule from the building-code side: fences and walls six feet and under are listed as exempt from a full IRC building permit specifically because they instead require the Minor Improvement Permit under Title 10 of the Flagstaff City Code. Combined, the two provisions mean every fence or wall in the city, residential or commercial, goes through the Community Development permit counter first, regardless of height, before a post goes in the ground.
