Flagstaff, AZ Animal Ordinances: Veterinary Clinic Zoning (2026)

Table 10-40.30.040.B of the Flagstaff Zoning Code sets the allowed-use rule for the Commercial Zones group: SC, CC, NCC, HC, CS and CB. For 'Veterinary Clinics' the table marks P (Permitted Use) in SC, CC, NCC, HC and CS, and -- (Use Not Allowed) in CB. For 'Veterinary Hospitals' the table marks -- in SC, CC and NCC, UP (Conditional Use Permit Required) in HC and CS, and -- in CB. The Zoning Code's definitions chapter distinguishes the two use types: a Veterinary Clinic renders surgical and medical treatment to small animals (ordinary household pets, excluding horses and donkeys), may include overnight accommodations for recovery or boarding, but may never include crematory facilities.

A Veterinary Hospital must be operated by a veterinarian licensed to practice in Arizona, provides clinical facilities and houses animals or birds for dental, medical or surgical treatment, and does not include kennels or animal shelters, which are a separate listed use (Kennel, Animal Boarding) governed by its own table entry. Because a Conditional Use Permit is required for a veterinary hospital in HC or CS, an applicant must go through the review and public-hearing process under Zoning Code Division 10-20.40 before opening, and the Zoning Code Administrator can later revoke that permit for noncompliance, which itself becomes a separate violation.

Operating a veterinary clinic or hospital in a zone where the table marks it -- , or operating a hospital without an approved Conditional Use Permit where UP is required, is enforced as a Zoning Code violation under Division 10-20.110.
