Grand Junction, CO Cannabis Regulations: Buffer Zones (2026)

GJMC § 21.04.030(d)(8)(iii) sets three separation distances that apply to every regulated cannabis store in the City: 1,000 feet from any private or public elementary, middle, junior high, or high school; 1,000 feet from Colorado Mesa University's main campus and from Western Colorado Community College; and 500 feet from any service licensed by the Colorado Department of Human Services, Office of Behavioral Health, for prevention, treatment, or recovery from substance use and mental health concerns. Unlike a typical radial 'as the crow flies' buffer, these cannabis distances are measured under the specific method in GJMC § 21.14.010(b)(1): 'by direct measurement from the nearest property line of the land use to the nearest portion of the building or unit in which the use is to occur, using a route of direct pedestrian access,' following sidewalks, crossing at right angles, and observing traffic signals rather than cutting through alleys or private property.

That pedestrian-path method, adopted specifically for cannabis and natural medicine separation, can make a site legal even when a straight-line map measurement would place it inside the buffer, or illegal when a longer walking route pushes the effective distance under the limit. The Director applies the same three buffers when reviewing a cannabis business license site under GJMC Chapter 5.13, so an applicant whose site plan fails the walked-route measurement cannot obtain zoning sign-off even if the underlying zone district otherwise allows a regulated cannabis store.
