Grand Junction regulates oversized trucks parked on residential streets through its right-of-way chapter rather than the traffic code. GJMC § 21.05.100(b) flatly bars any commercial vehicle with a rated carrying capacity over 1½ tons from parking in the public right-of-way, the street and any adjoining verge, wherever that right-of-way abuts a Residential zone district. The Municipal Code defines a commercial vehicle broadly at GJMC § 10.04.020 as one used to transport cargo or passengers for profit, hire, or otherwise to further a business or commercial enterprise, so the ban reaches delivery trucks, box trucks, and work trucks above the weight threshold, not just tractor-trailers.

The right-of-way ban sits inside Chapter 21.05, Site and Structure Development Standards, alongside the City's other right-of-way rules, including the requirement that any structure or use in the right-of-way first obtain a Revocable Permit from the City. Smaller commercial vehicles, and any commercial vehicle parked on the owner's own lot rather than the street, instead fall under the accessory-use storage standard at GJMC § 21.04.040(e)(3)(iii)(A), which requires recreational and commercial vehicles kept in a Residential zone district to sit inside an enclosed building, in the rear yard, or behind the front setback line in a side yard. Community Development administers the zoning provisions, while the Grand Junction Police Department responds to a vehicle actually parked in the right-of-way.
