Grand Junction, CO Landscaping Rules: Artificial Turf (2026)

Grand Junction Municipal Code § 21.07.030(a)(2) first exempts individual-lot development of single-unit detached or duplex dwellings from the landscaping chapter's requirements altogether, so a typical single-family yard is not directly restricted by this section. For the properties the chapter does cover, § 21.07.030(c)(4) provides that turf not meeting the definition of functional turf shall not be installed on any commercial, industrial, or institutional property, any common interest element of a multi-unit residential property with more than 12 dwelling units, any common interest community property, or any street right-of-way, parking lot median, or transportation corridor, with an exception for grass seed or sod that is a native plant or hybridized for arid conditions.

The definitions section, GJMC § 21.14.020, defines functional turf as turf located in a recreational use area or space regularly used for civic, community, or recreational purposes, such as playgrounds, sports fields, picnic grounds, amphitheaters, park portions, and golf course playing areas. The same definitions section separately defines functional artificial turf as artificial turf located in those same recreational uses, or as an engineered component of civic infrastructure projects like landfill or brownfield covers and slope, channel, levee or dam revetments designed by a professional engineer.

Because ordinary decorative artificial turf in a yard on a covered property does not fit either functional-turf definition, it falls under the installation ban on those covered property types unless it is a native or arid-hybridized seed or sod.
