Grand Junction, CO Parking Rules: Loading Zones (2026)

Grand Junction Municipal Code § 10.08.250 limits standing in an officially marked passenger loading zone to the expeditious loading or unloading of passengers, and caps that stop at three minutes during the hours the zone is in effect; standing for any other purpose, or past the three-minute mark, is a violation even if a passenger is still boarding. Section 10.08.260 sets a parallel rule for freight loading zones: standing is limited to the expeditious loading, unloading, pickup or delivery of materials during the zone's posted hours, and subsection (b) caps that activity at 30 minutes regardless of how much freight remains.

Section 10.08.270 lets the Transportation Engineer issue special permits to establish or control the use of a loading zone, including permits that authorize backing a vehicle into position to load or unload merchandise, and any permittee who violates a special term of that permit is in violation of the section itself, independent of the time limits in §§ 10.08.250 and 10.08.260. All three sections sit in Chapter 10.08's general enforcement framework: an officer affixes a penalty assessment notice under § 10.08.030, and if that notice and a follow-up mailed notice go unanswered for 20 days, GJMC § 10.08.040 permits Municipal Court-authorized immobilization by boot, with towing after 72 hours under § 10.12.010. None of the three loading-zone sections sets its own fine, so a citation is punished under the citywide general penalty in GJMC § 1.04.090.
