Grand Junction Municipal Code § 10.08.070 sets a blanket parking prohibition tied to active plowing rather than a posted season or clock. The rule reaches any roadway or contiguous shoulder of a State highway or connecting link within city limits, and it applies for as long as snow removal operations are underway at that specific location; once the plow has passed and operations end there, the restriction lifts. The Grand Junction Police Department enforces Title 10 parking rules, and the chapter's general notice procedure applies here too: under GJMC § 10.08.030, an officer who finds a vehicle parked in violation affixes a penalty assessment notice to the vehicle directing the driver to answer the charge in Municipal Court, and photographic evidence submitted by a member of the public can support the same citation.

If the registered owner ignores that notice and a follow-up mailed notice for 20 days, GJMC § 10.08.040 lets a police officer immobilize the vehicle with a boot after Municipal Court authorizes it, and if arrangements for release are not made within 72 hours the vehicle is towed under GJMC § 10.12.010. Because § 10.08.070 sets no fine of its own, a citation defaults to the citywide general penalty in § 1.04.090: a fine of up to $1,000, up to a year in jail, or both for an adult violator, with a public-service alternative for a violator under 18.

Drivers can contest a citation at the Municipal Court hearing named on the notice, or request the post-deprivation hearing described in § 10.08.040 if the vehicle has already been booted or towed.
